Essay Context

In Paris in 2015-16, world leaders from 169 nations developed a plan and subsequently ratified it to address climate change. It was an 11th-hour effort as the climate shifts rapidly into a state of warming that humankind has never lived in to get both developed and developing nations to commit to aggressive reductions in greenhouse gas emissions and to start designing innovative plans for adaptation to a very different climate system. What was NOT explicitly specified in the document now known as “The Paris Agreement,” but is on everyone’s minds for other reasons is the matter of immigration and refugees. Some of the largest climate impacts on humanity will be loss of land from sea level rise, and strain on water and food resources in areas that are increasingly drought stricken or experiencing more violent storms and floods that wipe out food production (e.g.,, Puerto Rico in Fall 2017). Both of these situations are drivers for migration—both regional and international migration. For your essay, tackle either regional or international migration from the perspective of “climate refugees” (whether they call themselves that or not). While state and national leaders have repeatedly met to explore how Florida shall tackle this, identifying whether the cost of infrastructure adjustments or relocations should be borne by public (local, state, federal) funding vs. private funding (home owners and businesses directly impacted or insurance companies) is still under debate. Even before the land disappears, freshwater supplies are increasingly contaminated with salt water and sunny day flooding of roads often blocks access to neighborhoods and city centers. At the level of individual coastal communities and counties, leaders are meeting to discuss their “climate resilience” plans. What is less common is for inland cities like Orlando or even DeLand to plan for how to accommodate the mass migration of people from the coastal communities.
